Prefect Talmont's Uniform

Prefect Talmont, a central figure of the Bestine questline, has an awesome unique uniform. I know that it is spawn-able, unlike some other special characters whose outfit is their texture. It'd be great if there would be some high-level, possibly politically associated, Imperial quest that rewarded this. Thanks!
