Estimated Cost per Structure to run a Player City

This spreadsheet has current information regarding the valued maintenance for upkeep of a city.

You can calculate from this the total cost based on the citizenship size and expansion, the different civic and decorative structures, and the specialization.

Anyone know the reasoning behind making this so extremely expensive? Especially the gardens confuses me here.

You can't have the greens keepers appear when people are around. They are ninja's and gardeners so the cost is worth it.
