Description of the Asset: The startport flights sign with scrolling text animations

Why:
I thought it a good idea to have the starports have animiated signs of scrolling text to bring it to life a little. Like how those little blue signs in some places (such as the backrooms of Eisley cantina) have scrolling text in some places, but for the big green starport flights signs. I hope this is the right place to suggest, I was going to just suggest it in the "ideas" thread, but since it would kinda be a "new" item from scratch potentially, I thought here would be a good idea.
